Fixture Policy & Competition Details 2023
All Carlow GAA official fixtures must be fulfilled to the best of all Clubs’ abilities. Clubs are responsible for the behavior of their Mentors, Players and Supporters.
Postponements: To seek a postponement of an official Cóiste na nÓg fixture please see Regulations Regarding Fixture Postponement (See Appendix 1).
If a Kilkenny league fixture falls on the same date as a Carlow fixture, the Kilkenny fixture must be changed.
Challenge Matches: These will not be sanctioned for the same day as an official Cóiste na nÓg fixture unless all the criteria on the checklist can be fulfilled. (See Appendix 2). All challenge matches must have formal written permission prior to the game taking place. Otherwise, sanctions will occur. (See Appendix 3)
Walkovers: If a team doesn’t fulfil a fixture it is regarded as a walkover, however if a team fulfils the fixture with no more than 3 players less than the required amount, the points will be awarded to the opposing team, but this does not constitute a walk over. If a team gives two walkovers, they are no longer in the competition.
The Referee is in overall charge of Match Regulations and shall delegate authority to his linesmen that shall include breaches of Match Regulations with his match report as appropriate. The Referee and Officials shall leave the field immediately when the game is over and shall not enter into conversation with Players or Mentors. Match officials shall not be in contact with any Clubs or Players regarding incidents which occur during or after games. All information regarding such games shall only be reported to Cóiste na nOg Competitions Committee via Referees’ report.
Winner on the Day: All matches will be winner on the day in accordance with Rules of Specification 3.4 & 3.6 T.O. Part 2 2021, with the exception of finals who will go to a replay after extra time but then will have winner on the day in the replay
Matches will take place subject to public health and GAA guidelines

APPENDIX 1 REGULATIONS REGARDING FIXTURE POSTPONEMEN
- Official Carlow GAA fixtures may only be postponed in the event of;
- Death in the family of a player/mentor involved in the fixture
- Death of a Club official
- (*Parish Communion/Confirmation dates must be communicated to opposing Clubs and relevant Competition Secretary at least 28 days prior to event)
- In the event of an official Carlow GAA fixture being postponed due to events specified in Regulation 1 above the following steps must be adhered to;
- Contact the Competition Secretary relevant to the fixture
- The Cóiste na nOg Competitions Committee will determine when the re-fixture will take place
- If the re-fixture does not take place as per Cóiste na nOg Competitions Committee instructions the game will be forfeited and points will be awarded after investigation
In the event of a Club requiring a postponement other than those specified in Regulation 1 and after the proposed date the following steps must be adhered. U11 and U13 as per the 7-day rule. U15 and U17 as per the 10-day rule with each team allowed two fixture change only (Final round of competitions, Quarterfinals, Semi-finals and Finals are exempt). Any number of games can be re-scheduled before the fixture however the following must be adhered to: The request must be sent by e-mail to the competition secretary.
- The other club must be included in the e-mail and clearly state which club is requesting the change.
- A proposed date, time and venue must be included along with reasonable time for the fixture to be re- arranged.
- There will be no time limit to complete the fixture before the scheduled date.
- All clubs are requested where possible to facilitate other clubs with changes.
- If agreement cannot be reached between the two teams, the original fixture stands and must be played or the game will be forfeited and points awarded.

- All Challenge matches played either within the County or cross-border require official permission from Carlow GAA
- Any Challenge Match/Tournaments played without official permission are not covered under The Player Welfare Fund
- Any Challenge Match/Tournament played without official permission will incur sanctions (See Appendix 3)
- If the answer to requirements 1, 2, is YES, and answer NO to requirements 3,4 & 5, then most likely the Challenge Match/Tournament is not suitable to be played at the time in question.
APPENDIX 3
CHALLENGEMATCH/TOURNMENT SANCTIONS
If a Club plays a Challenge Match/Tournament without official permission from Carlow GAA the following sanctions will apply:
- For a first transgression a 6 week moratorium will be put on the playing of any Challenge Matches/Tournaments.
- For a second transgression no further Challenge Matches/Tournaments will be sanctioned within the calendar year.
Most importantly, unsanctioned challenge games are not covered under The Player Welfare Fund.

- Team 1 straight to semi-final, V winners of (team 6 &7 play-off for a quarter final V team 3.)
- Team 2 straight to semi-final V winners of 4 &5
- Pitch: Juvenile goals, full width with end lines on the 13-metre line
- 25 mins aside
- 15 aside competition, can play down to 13, both teams to use the same numbers. There are to be no subs if using less than 15. Result still stands if numbers reduced by injury, both teams reduce to same number.
- For clubs entering two teams a panel of 14 must be named before the first match is played. These players will be tied to this division for 2023. Panels will be circulated to all clubs. Team sheets will be checked after two games for compliance. Players will have to have played with their clubs in the previous two years to be named on the first panel. If clubs feel the rules are not being adhered to, they must object as per the GAA official guide.
Division 2
- Single round fixtures
- Team 4 V 5 in quarter final, winner plays Team 1. Team 2 V 3 in second semi-final
- Pitch: Juvenile goals, full width with end lines on the 13-metre line
- 25 mins aside
- 15 aside competition, can play down to 13, both teams to use the same numbers. There are to be no subs if using less than 15. Result still stands if numbers reduced by injury, both teams reduce to same number.

- Round robin games need to have a winner on the night

Team sheets will be checked after two games for compliance. Colts in their final year of this age group have to be named on the first team. Players will have to have played with their clubs in the previous two years to be named on the first panel. If clubs feel the rules are not being adhered to, they must object as per the GAA official guide.
Division 3
- Single round
- Carlow teams progress to knock-out rounds ,top two teams to semi final, 3 V 6 4 V 5 Quarter finals
- 15 aside competition can play down to 11 including the final, both teams to use the same numbers. There are to be no subs if using less than 15. Result still stands if numbers reduced by injury, both teams reduce to same number.
